Construction Manager

DESCRIPTION:
WANRack is looking for an experienced Construction Manager located in the Richmond, Va. area. This candidate will plan, direct and coordinate activities pertaining to the daily operation of the outside fiber plant including estimating, engineering, permitting, contracting, designing, and maintenance of new fiber optic network build projects and existing fiber facility relocations.
ESSENTIAL FUNCTION:
Responsible for design and development of complex outside plant (OSP) equipment installations, and modifications. Ensures all construction records and fiber mapping and as-builts are accurately tracked in the company’s systems. Works closely with engineering firms, local/ state agencies, and building owners/landlords on new building additions and relocations. The position also requires the capability to manage subordinate personnel. The Construction Manager will ensure that projects are completed to the client and internal specification, on time, and within budget.
PRINCIPAL RESPONSIBILITIES:
Develop accurate construction estimates for new opportunities and maintenance requirements.
Coordinate all construction activities with local and state agencies with regard to permitting and
licensing.Attend company and client status meetings as required.
Will handle the day-to-day operations of the Outside Plant Fiber network to include, including Engineering,
permitting, contracting, design, and existing Fiber facility relocations.Works closely with internal groups, design, permit and manage the construction of a new fiber network.
Monitors infrastructure builds and reviews and approves work that has construction standards.
Prepare timelines for the projects, and provide detailed weekly reports.
Will meet with contractors, permitting agencies, Engineering firms, customers, other OSP engineers, and vendors to coordinate/mitigate projects.
Utilizes a variety of systems for the processing and reporting of work activities, documentation of projects, new construction, and route maintenance/protection.
Manage contractors/subcontractors for Engineering, permitting, and construction of Outside Plant
infrastructure.Review the proposed construction plan to ensure the design of the network meets budget and expectations. Manage budget vs actuals on projects.
Provide emergency response support for network outages and restoration.
Ensure all materials are purchased for the project and all operations systems are updated to reflect the current project status.
Experience OTDR testing and interpreting results are required.
Some travel will be expected, both overnight and daily travel.
REQUIREMENTS:
A high school diploma or GED is required.
5+ years of OSP fiber engineering and construction experience, telecom experience preferred.
Strong OSP construction knowledge with the ability to read/red-line construction drawings to facilitate new builds, relocations, and emergency repairs.
Extensive knowledge of permitting, engineering, contractor management, fiber splicing, project management, underground and aerial cable plant installation, and maintenance.
Assumes responsibility for contributing to the success of major or multiple projects and is periodically called upon to make decisions.
Strong communication skills; thorough and attentive to details; able to prioritize and multitask; proactive and deadline-oriented.
Traveling to other states will be required.
